Question addressed to the European Commission by SYRIZA MEP Dimitrios Papadimoulis: Will the additional expenditures to combat the refugee crisis be excluded from the yearly budget deficit?

The Vice President of the European Parliament and SYRIZA MEP Dimitrios Papadimoulis submitted a question to the European Commission regarding the exclusion of exceptional costs relating to the treatment of refugees, the budget deficit of Greece and other countries who are facing the same problem.
Referring to the press reports that representing Wolfgang Schäuble to be prepared to discuss about the costs of procurement for refugees from the budget deficit, Dimitrios Papadimoulis asked the European Commission for further information and a schedule of such a possible decision.
At the same time in his question, SYRIZA MEP Dimitrios Papadimoulis, referring to the recent statements of the Prime Minister of Luxembourg who affirmed that the issue on flexibility of the Stability and Growth Pact (SGP) has been placed by his government towards the EU, called upon the European Commission to report " what other measures takes into account in order to not the fiscal situation in Greece lifts off of its shoulders further costs in relation to the treatment of refugees".

Greece lifts off of its shoulders a disproportionate burden, addressing the refugee crisis with humanity and solidarity. Taking as a given the increased refugee flows and the small steps made in the implementation of both the EU decision and the Agreement between the EU and Turkey, comes out the need to channel resources for temporary measures in to face this special situation.
More specifically, in countries as Greece where only in 2015 received over 800,000 people that need for emergency measures, without simultaneously to charge the already burdened budget, is important. Recently the Prime Minister of Luxembourg said he had asked the EU flexibility of the Stability and Growth Pact (SGP) while the German Finance Minister W.S., according to the recent press -reports seems to be prepared to discuss about the costs of procurement for refugees from the budget deficit.
According to the above-mentioned, the European Commission is asked:
1. Will the additional expenditures to combat the refugee crisis be excluded from the yearly budget deficit of the member-states, and if so, which is the schedule?
2. Besides the flexibility on the issue of the Stability and Growth Pact (SGP), what other measures takes into account in order to not the fiscal situation in Greece lifts off of its shoulders further costs in relation to the treatment of refugees?
