Subject: Relaxation of Stability Pact rules due to immigration crisis
Commissioner Moscovici has stated in an interview that the Commission is considering the possibility of relaxing Stability Pact rules due to fiscal pressures on the Member States managing the immigration crisis.
In view of Article 2 of Regulation (ΕC) No 1467/1997 and Article 126 TFEU, which admit that the excess of a government deficit of a Member State resulting from ‘an unusual event outside the control of the Member State concerned and which has a major impact on the financial position of the general government’ shall be considered ‘exceptional and temporary’, will the Commission say:
1. Is the Commission in favour of relaxing the government deficit clause in the Stability Pact and, if so, what stage have consultations reached?
2.What procedural steps need to be followed in light of the fact that regulation (EC) No 1467/1997 already makes provision for the deficit clause to be relaxed in exceptional circumstances?
