 Surge in the influx of refugees on the island of Kastellorizo

More than 600 refugees have arrived on the Greek island of Kastellorizo within the three-day period from 16 to 18 February 2016. This is the first time since early 2015, when there was a surge in the flow of refugees from Turkey to the Greek islands in the Aegean.
This sudden increase is inexplicable, both in geographical terms and in the light of the EU-Turkey agreement concerning measures to limit the refugee influx and combat trafficking networks.
In geographical terms, most of the refugees by far head for the Turkish coast on their way to the eastern Aegean islands. Kastellorizo, however is not directly linked to mainland or to the other islands making it less accessible and NATO patrols are not being carried out around the Dodecanese islands.
In view of this:
1. What significance does the Commission attach to the sudden surge in the refugee influx on the island of Kastellorizo?
2. How will it induce the Turkish Government to implement the terms of agreement regarding measures to contain refugee flows and combat trafficking networks?
