 Distorted information in the report on Greek controls on the external borders

On Wednesday 27 January, Commission Vice-President Valdis Dombrovskis gave a press conference at which he announced the findings of a report supposedly based on fieldwork conducted in Greece at the beginning of November 2015. However, the report had not been adopted by the Schengen Committee, the committee responsible.
To make matters worse, according to documents that have been disclosed(1), a number of conclusions had been added to Mr Dombrovskis' version that shed a bad light on Greece, even though no new investigations had been carried out. In particular, a sentence had been added stating that there were ‘serious deficiencies in the carrying out of external border control’ and that Greece was ‘seriously neglecting its obligations’ in that respect. Furthermore, all the conclusions in the initial report that would have shed a positive light on the Greek authorities were omitted, including:
‘… The situation on the land border between Greece and Turkey border was under control during the site visit. Border controls are being carried out in a reliable manner…’
and
‘All irregular migrants and asylum-seekers are systematically registered and identified in Filakio reception centre …’
In view of the above, will the Commission say:
1. Did the Commission itself decide that Mr Dombrovskis should provide distorted information in the report and disclose the newer version in an untimely manner?
2. If it was his own initiative, does the Commission approve such actions by its Vice-President which were clearly intended to harm a Member State?
